Depending on how invested in the story you are you may consider getting Living story season 2 before getting HoT, or you may get lost in the plot. Same thing with getting season 3 (which requires HoT) prior to getting PoF.

They at least need to be 1. updating us, 2. giving us an alternate method to buy the DLC. there are 3 expansions in total: Heart of thorns, Path of fire and End of dragons. You also have the choice of buying the collection edition where you get all 3 expansions for a total of 50€. I suggest you wait a bit longer so they go on sale during black friday or xmass. Maybe you can get the collection for 25€ then. You will need time to acclimatize yourself with new builds/mechanics and to go through the story at a comfortable pace. While you can jump to the latest expansion right away, there's 10 years of content that's still good and have relevant rewards. There is never really a bad time to get the expansions.
